New Rules for Transfer of Deputy Headmasters, Primary Teachers and Headmasters
Important decisions of the state government in the interest of teachers The state government making a historic change in the transfer rules of state legislators, primary teachers and head teachers: – According to the direction of the Education Minister Shri Jitubhai Vaghani and the Chief Minister Shri Bhupendrabhai Patel, decisions were taken affecting more than two lakh teacher families > So far, 40 of the vacant posts in that district have been taken. 100% of the teachers who were given the benefit of district transfer will now be given the benefit of district transfer on 100% of the posts > The provision that the concerned teachers were required to be native in district transfer and intra district transfer has been removed – subject to 10 years of service in the same place which appoints teachers Teachers who have been given can apply for transfer even after five years > Husband or wife of government employees who are transferable from one district of the state to another district if they are primary teachers or head teachers in a government school can be deputed > Benefit in case of spouse From now on, it will be available in the case of grant-in-aid institutions, public enterprises of Gujarat government, central and state government companies. For that, the state government has taken important decisions regarding the rules of transfers of state legislators, primary teachers and head teachers which will benefit approximately more than two lakh teachers.
Education Minister Mr. Vaghani added that ten years ago rules were framed regarding transfers of primary teachers. Regarding changes in these rules, the Chief Minister of the state, Mr. Bhupendrabhai Patel, has given directions to make important changes in the rules with respect to the fact that the unions of primary education had submitted proposals. The minister added that a productive meeting was held with the officials of the association including Mr. Bhikhabhai Patel, President of Gujarat State Teachers’ Association, Mr. Digvijay Singh Jadeja, President of Gujarat State Primary Teachers’ Association, Secretary of Education Department Mr. Vinod Rao, Director of Primary Education Mr. Mahesh Joshi. As a result of which these decisions have been taken. These decisions have been hailed by the unions and termed as historic decisions. Education Minister Mr. Jitubhai Vaghani gave detailed details of the historic amendments made in the rules of transfer of teaching assistants, primary teachers and head teachers and said that till now all the teachers who have been transferred but could not be released due to more than 10% of the institution being vacant, all the transferred teachers. It has been decided to dismiss the teachers as a special case. In a school where there is a school with zero teachers due to dismissal of transferred teachers, the last teacher eligible to be dismissed will have to be dismissed only when the new teacher arrives. This decision will also apply to all teachers who have been transferred in the last three years and have not been dismissed. Minister Shri Vaghani added that the rules of transfer of primary teachers were fixed by the resolution dated 23/05/2012. New rules have been prepared by the state government taking into account the interest of recognized teachers’ organizations and teachers. Under which till now 40% of the vacant posts in that district were given the benefit of district transfer, instead according to the new rules, the benefit of district transfer will be given on 100% of the vacant posts in that district. The minister said that the provision that it was necessary for the concerned teachers to be native in the district exchange and district inter-district transfer has been removed i.e. the word ‘hometown’ has been removed. Apart from that, after sufficient discussion with the teachers’ unions and their representatives, it has also been decided that the teachers who are transferred to other
The teachers who have gone to the school can ask for two shifts up to the original school up to the transfer camp if there is a vacancy in the original school. The minister further added that the teachers who have been appointed on the condition of working in the same place for 10 years can apply for district transfer or district transfer after five years. Not only that, the spouse of the government employees who are transferable from one district to another district of the state, if they are primary teachers or head teachers in government schools, they can be deputed in the district where the government employee is transferred. Minister Shri Vaghani said that the benefit of the case of husband / wife will be available from now on in the case of grant-in-aid institutions, public enterprises of Gujarat government, government companies of central and state government. Apart from that, a grievance redressal committee has been constituted for redressal of grievances in case of transfers. That is, if there is any representation/grievance regarding transfer, the concerned teacher/head teacher can submit it to the Grievance Redressal Committee and the Grievance Redressal Committee will resolve it. So that teachers will not need to file unnecessary court cases.
