Assistance under the Sarva Shiksha Abhiyan program during the IX scheme will be at 85:15 distribution systems, 75:25 distribution system during the X scheme, and then 50:50 between the Central Government and the State Governments.
State Governments should maintain the level of their investment in elementary education as per 1999-2000.
The Government of India will release the funds directly to the State Implementing Society. Subsequent installments will be released to the Society only when the State Government relocates its equivalent funds to the Society and at least 5o% of the relocated expenditure of funds (Center and States) will be affected.
Assistance for the salary of teachers appointed under the Sarva Shiksha Abhiyan program can be distributed between the Central Government and the State Government during the IX scheme in the ratio of 85:15, during the 75: 25 X scheme and thereafter at 50:50.
All legal agreements relating to externally aided projects will continue to apply if special adaptations are not approved in consultation with foreign finance offices.
Existing education schemes of the department (except Mahila Samakhya, Rashtriya Bal Bhavan and NCTE) will be oriented after the IX scheme. There will be district intervention with costs.
District education schemes will be other thematic, explicitly available for various components under schemes like PMGY, JGSY, PMRY, Scheduled Employment Scheme, MP / MLAs Field Funding, / State Scheme, Foreign Finance (if any) and resources created in the NGO sector. Displays funds / resources.
All funds are used for upgradation, maintenance, repair of schools and teaching aids and local management which is transferred to VECs / School Management Committees / Gram Panchayats / or any other village / school level management for decentralization adopted by the state. Village / School Based congregation can prepare a resolution about the best way to achieve.
Other incentive schemes such as distribution of scholarships and uniforms will be permanent under the state scheme. They will not be made permanent under the Sarva Shiksha Abhiyan program.
Standards for interventions under Sarva Shiksha Abhiyan
Intervention standard
Teacher
One teacher for every 40 children in primary and upper primary
At least two teachers in the primary school
One teacher for each class in upper primary

Within one kilometer of each residence
Provision for opening new schools as per state norms or setting up schools like EGS in inadequate residences
Upper Primary Schools / Departments
As required, up to a maximum of one upper primary school / division for each of the two primary schools, depending on the number of children completing primary education.
Classrooms
Each primary school with at least two teachers will have two classrooms with a veranda with the provision of one room for each education or for each category / class, whichever is less in primary and upper primary.
A room for head-master in upper primary school / department
Free textbooks
Rs. 150 / – per child for all girls / SC / ST children at upper primary and upper primary level
Funding for the continuation of free textbooks to the state is currently provided by state schemes.
If any state partially supports the cost of textbooks, it is distributed to the children in the primary classes, then the assistance under Sarva Shiksha Abhiyan will be restricted to the part of the cost of textbooks which is carried by the children.
Civil works
Funding of the program on civic works should not exceed a maximum of 33% of the cost of the entire project approved by the PAB based on the actual plan prepared for the period up to 2010.
This 33% maximum will not be included in the cost of maintenance and repair of buildings.
However, specific annual plan provisions for civic works can be considered up to 40% of the annual plan cost depending on the priority assigned to the various components of the programs in that year, within a maximum of 33% of the overall project.
For improvement of school facilities, BRC / CRC construction
